I switched from ING Direct to Ally a month ago because ING Direct's rates kept going down while Ally's increased.

I opened 3 no fault CDs when Ally's rate was 2.50. No fault CDs are one step removed from total liquidity. I move the interest into my Ally money market and write myself one check each month for the amount. I've had no problems whatsoever with Ally. Good customer phone service and high rates. Plus, each day's accrued interest is indicated online.

Their no penalty CDs are awesome. Can't speak much for their other CDs. They other one's kind of go with the flow

You say you don't publish your CD rates because they constantly change? Here's a tip -- post your "frequently changing" rates daily. Intelligent people want to know what they're buying...

Excellent customer service so far. I have a bunch of CDs and Savings accounts with them. Their rates have dropped almost every week but still higher than most other banks that offer no fee, no min. balance savings accounts/CDs.
