i have found in several cases it is bad. Would the twp balances together be more than half the alloted credit on the card ? If it would it hurts your credit. On the other hand are you paying high interest rate or membership annual fees on the ones you want to pay off ? You have to levy the good and the bad. One way may temporarily  hurt but save you money in the long run.

It is never a good idea to pay off cc with another cc.   Pay the debt off using your cash flow.  It may take longer but your financial health will be much better if you do.
