I'm guessing because you have negative items on your credit report, which causes you to have a bad score.  Without seeing your report, I can't really say.  Have you looked at your full report from www.annualcreditreport.com?  Check to see how many good accounts you have vs how many bad accounts you have.  If you find errors, dispute them.  If you need to build up some good credit, then get a SECURED credit card (check out www.bankrate.com or www.creditcards.org for rates etc) and/or visit your local credit union and try to get a "Credit Builder Loan".  You'll need to put $$ up front, so be prepared with some cash on hand.  Best of luck!
