I had two of these cards when Public Savings Bank issued them. Then Open Sky bought them out and were going to change the terms to much less favorable ones so I cancelled. I had no annual fee and about half the APR they have now. The only downside with PSB was no interest on the security deposit - but that was a small sacrifice for not paying any annual fee. My utilization went up considerably when I closed the cards because I was left with a single remaining card on which I was carrying some balance. I soon paid the balance and brought my CK score up to a 600 though which was enough to get approved for a CapOne Journey Student Rewards card just the other day :) It's getting harder and harder to find secured cards with decent terms it seems and this card is certainly no exception.

The $35 annual fee is relatively low for a card aimed at people with limited credit history, and there are no other processing, servicing or application fees. There’s no credit check for applicants, and the 17.64% APR is competitive for a card made for low score users.

Look Out For

There’s a slightly higher penalty APR for cardholders who have missed a payment. This is also a secured credit card, meaning you’ll have to put down a deposit equal to your credit line in order to get access to credit.
