what is better a secured card or a credit card for very poor credit

For very poor credit, a secured card for sure. Check out Public Savings Bank. They don't even check your credit.

Both cards would have the same effect on your score as long as they have the same credit limit.

The Orchard Bank card is in my experience the best of these. They report your payments very quickly to the bureau's and genrally make me feel like they aren't trying to rip me off every chance they get, like other companies

Depending on what your credit score is,orchard bank,first premier bank,or credit one bank would be your best bet!BUT,be expecting high fees and low limits to start out!What alot of people don't understand is that when you have very poor credit you have to start somewhere!If these sub-prime cards are all you can get,then use them to rebuild your credit then when your credit scores improve,try to get better cards with lower fees and higher limits!
