its not payable at the store they said, so how do i go about paying off my debt without them garnishing my income tax?

Without know whether "the store" is an indirect dealer (i.e., not carrier owned), or whether you are limited to cash only payments, it's hard to give you a specific answer. The best -- and immediate -- step you should take is to call your carrier's customer service department. Not only can they tell you how and where to make a payment, they can set up a repayment schedule if you're not able to pay in full. Don't know the customer service number? It's printed on your bill or visit the store where you signed up and ask them for the number.

If you can no longer pay the bill at the store it's because they've sold your debt to a collector. As far as they are likely concerned, your account is paid (by the collector) and now the collector will be on your case for the money. Contact the cell phone company to find out if they have sent you to collections and if so, get their information so you can settle the debt.
