It depends on the card issuer. Some card issuers do not report to the credit bureaus until you first use your card, some will report the new account to your reports whether you use it or not. Keep in mind that a "hard inquiry" was most likely done to get this new card and that would have had a slight negative impact on your scores already, unless of course that you got the card with a "soft inquiry" via the shopping cart trick. I guess you can wait and see if it hits your reports or not without activating it and then make a decision from there. Keep in mind that opening and closing accounts is a very bad thing to do in regard to your credit.
