I have been told by Nelnet that they don't refinance student loans. How this this possible?

Simple, there is no benefit to the lender since the loans paid for a service (the education) which makes it an  "unsecured" loan.  There is nothing tangible like a car, boat or house that the lender might be able to sell to regain the money, and that is an important consideration for any refinancing.  You may be able to get the loans consolidated, or could qualify for other repayment programs, but never a refinance.
