You can now. As of spring 2013 there was an amendment that changed the law.

Unfortunately, under the law as it stands now, only your individual income, and not household income, counts. It wasn't always this way and many people are agitating for that to be changed. But that's the situation right now. Sorry. You either need to draw a salary, apply jointly with your husband, or be an authorized user on one of his cards. (But those courses of action all have perils, too. So read up on the possible consequences of joint credit before you go that way.) Good luck.
