can any one use the pacer inquiry system that issues bankrucies?
apparently a government system tracking all fed bankruptcies. I signed in but was not authorized access.

Pacer doesn't issue bankruptcies.  Bankruptcies are a legal action that should be done through an attorney to get the best benefit. Most attornies offer a free consult on bankruptcy and they will provide information that may help you to avoid having to file a bankruptcy.  Why would they do so?? Because bankruptcy totally ruins your credit for 10 years and you have to begin building credit all over again.
