A couple of credit card companies cancelled my cars due to high balances even thoug had paid my bills on time. I am still being charged service fees. Is this okay for them to do this since the card has been cancelled?

You need to read your terms of service. As long as you owe a balance, the terms of service still applies. Any fees outlined there may still be applied.
However, you may be able to have certain fees waived because the line is now closed, but you would need to work with the creditor to do so.
What they are doing may be unethical, but it may not be illegal. (Keep in mind that the legality of an action often depends on the state of your residence and the state of the credit card issuer.)
