Absolutely nothing I do raises my credit score:(

My current score is just over a measly 600. I have zero negative records, a 100% on time payment history, debt utilization under 30%, open/never late credit cards, closed/paid as agreed/never late former car loans (dating back to 1999), and a current never late car loan for my current car. As the victim of ID theft I've spent 6 years removing dings from my report. All of which are now removed. I have researched all the ways to improve scores and I am doing ALL of them and NOTHING works. I gained a whopping 5 pts for lowering my debt utilization to under 29%, but then within weeks lost pts for having "no open major credit cards" despite having 2 open/never late credit cards I actively use that are literally listed on the same report telling me I have no credit cards. This same report also shows I lost pts for car loan shopping despite each loan inquiry happening on the very same day. So now my report shows 4 hard inquiries all from the very same day I bought my car. I thought rate shopping was supposed to be calculated as a single inquiry if lumped together. I certainly feel 4 inquiries for car loans on the exact same date would count. However, I was told by Experian it is allowable to individualize them since the inquiries to "different" auto loan companies. Um, was I supposed to check the same loan company 4 times for a competitive interest rate? MyFico.com estimates, with my credit report info, I should be in a 695-745 range. I'm racking my brain trying to figure out why, despite doing EVERYTHING right, I am 100-150 pts lower than that? That's a hugely significant discrepancy. I just want to be able to by a house someday and I'm beginning to wonder if the bureaus (Experian in particular) are being vindictive for the years I took them to task over fraud on my report.
I've run out of ideas and out of areas in which I could actively improve my credit. I've tackled every aspect of credit scoring that I think could possibly be dragging my score down. If anyone has any ideas whatsoever, or knows of seemingly innocuous things I may be overlooking please, please, please let me know. I'm at a complete loss.

Save up a 20% downpayment, pay on time on all your bills and apply for a regular underwriting mortgage (and not the FICO monkey lending)
