I was not an American citizen in 2008 when I purchased my house. I became a Citizen in 2010. Citizenship has nothing to do with loans...as long as you have a SSN number you can get a loan. If you are a foreign national without an SSN you will not be able to obtain a loan. PS: I also work in a finacial institution ...where we grant loans to non-citizens with SSN all the time!
