Although BofA advertises approval with bad credit, I was denied for a card that I was backing with my own money. Public Savings made it easy to set up my account and get started on repairing my credit. Heads up, if you don't pay the expedite fee, the process time is about a month. (four business days if you pay the fee to expedite it)

This is the best offer I've seen yet on the internet or snail mail. I appreciate having (what I believe) is all the information up front. I have never been much for credit cards but, it's painfully obvious to have really good credit, using a credit card and paying off the balance in a timely fashion is about the only way to go.

Thank you for the info LauraLea. I finally reached out to some one at Public Saving Bank and found out that the $79 processing fee is in addition to the collateral deposit. Therefore, if a person decides to open an account with the minimum deposit amount, the total would be $379.00. The expedited processing fee is $75. That to me just doesn't seem worth it. The process can take up to 21 working day (about 1 month as LauraLea stated) if you choose regular processing, which is fine with me but if you have the extra $75 to burn, I say go for it.
After deliberating for weeks now, I have decided I am going to go ahead and apply for this card.

This really is one of the best offers I have seen. If used properly it can help you build or in my case re-build your credit.

Did anyone catch the following section of the card agreement?
"h) Miscellaneous Fees - We reserve the right to institute a standard charge or charges for the issuance, reissue or use of the Card or for the reinstatement of any Card privileges which have been suspended, as well as an annual fee and per item fee for each Transaction, and you agree to pay us such charges and fees."
They reserve the right to instate an "annual fee" and a "per item fee for each transaction" ohh and "you agree to pay us such charges and fees".
I just love how they word all of that.
All that aside it is a decent offer, after all they are taking chances on you right? Just keep an eye on any Cardholder Agreement changes they send you.

Your credit limit is equal to your deposit. Some will complain why pay a fee to use your own money. The answer is that this helps build credit for those who have poor credit.

Citi Bank offers a secured credit card $200 deposit no additional fees so does BoA. Boa's is $300 deposit or security deposit but I like the Citi one just go into a branch or search google for the app

To lilyella84, it appears that yes, they do perform an inquiry. From the app:
"By completing this application and clicking on the Continue button below, you are giving Public Savings Bank written authorization to access your credit profile for identification purposes only. Credit is not considered a factor in your approval."

I actually called them about the credit report. She was very clear that no credit report is obtained and therefore no inquiry is shown. I did alot of research and this one seems pretty legit. $79 might seem high but at least there are no annual fees and the rate seems good.
