How can companies re post old debt that is 10+ years old?

They can't!!

Get your credit reports from annualreport.com and go over them thoroughly.  File a dispute with the reporting credit bureau on any item that is wrong.  The credit bureau has to investigate and either verify or delete the disputed item within 30 days.

Likely a "junk debt buyer" picked this debt up in a package in the hope that people don't have the intelligence to realize there is such a thing as a statute of limitations on debt collection.
