Can they still collect if I gave them my I insurance info at that time

Insurance information should be provided at the time the service is obtained.  If you wait until the bill is sent to collections, it means your bill was not being paid for at least 3 months, so they certainly may attempt collections until (if) they get paid by the insurance company. It is your responsibility to make sure all payment arrangements, including insurance, are provided at the time the service is provided so they can be promptly paid.
