It's not 4 years, it's 7 years.  They can collect if the account remains on your credit report.  Most collection accounts stay on your report for seven years and yes you can restart the clock if you reach out to them.  However, if you offer a settlement with the stipulation that they remove themselves from you credit report, you are much better off than doing nothing within those seven years.  It will disappear from your credit report faster that way.
