DIsmissed essentially means the case was voided or thrown out and debt collection will resume.  Happens more often with Chapter 13 because the debtor becomes unable to continue making the payments.  Can also happen for other reasons such as fraud.

Discharged means two diffrenent things depending on if it was chapter 7 or 13.  With Chapter 13 it means all payments have been satisfied by the debtor.  Time frame for discharge varies on your repayment plan.  With Chapter 7 it means all debts have been wiped out and creditors can no longer attempt to collect on them, discharges usually happen quickly with chapter 7 since their is no repayment.
