why is score so low?
So little is owed, and a history of paying bills on time, what should I do?

I know this sounds crazy, but not having any debts is why your score is low.  You need open good accounts with good pay history.  The older they are, the better for your score.  If your goal is to increase your score, you need to start carrying some debt every month.  If you open a new account your score will drop at first, but after 6 months of on-time payments your scores should start increasing every month.  Best of luck!
