Discover and Capital One don't charge foreign transaction fees on their cards.

My preferred 0 foreign fees card is the Chase Sapphire Preferred, the only drawback is that there is a $95 annual fee ($0 for the first year).  The BankAmericard Travel rewards card is also good - it doesn't have as many features as the Preferred but has the upside of not having an annual fee.  There are a bunch of other bonuses and features for each card that would be too lengthy to list and compare here - I suggest you look those two up in particular when you do your research.
