is it legal not to inform person of debt
when I moved I asked if I owed anything else and told no-
I moved half a block away they knew where I went-notified
credit bureau I owed money and was delinqued how can I be overdue when
I was not even notified anybody-please explain cant get housing because of this debt

It's up to you to keep abreast of your finances.  Before you moved you should have paperwork and receipts of everything.  Your previous landlord should have provided documents of any outstanding debts.  If not, and you can provide proof, you probably have grounds to sue them.  You cannot assume they knew where you were moving.
