How to find out what amount you can transfer without hard request.
I would like to transfer my higher interest balance from one credit card to another. How can I find out if the credit limit on the new card will be enough to cover the transfer without doing a hard hit?

It is doubtful if you will find out your credit limit until a hard pull is completed.  The credit card will not know your true creditworthiness untill they complete the hard pull.  For a soft pull, they can tell if you initially quality, it is not until the hard pull is complete for them to have the full story.

You will never find out what a credit Limit will be on a new Credit Card.
