Does credit utilization ratio matters on individual card basis or in aggregate only?
Does it matter if you have one maxed out card and an overall good credit utilization ratio(less than 20%) with all your other cards?

It is based mostly on the aggregate. However, if you at your "high credit" mark on a card or multiple cards at the same time, that'll negatively impact your score. 60 points sounds very extreme and should not have happened.

Yes it is individual cards, how do I know? Because I have $50,000 available credit and I maxed out one card of $3000 and the score fell by 60 points :)
