Citi can't locate my delinquent/charged off account. Trying to pay it off but they have no records?
After an hour with multiple representatives I was finally told by them to dispute the debt with the credit bureaus and if they still didn't locate the account it would be deleted...is this true?

First, you go to annual credit report.com and get copies of all three credit reports, then you can find the information there.  It would show if the account was transferred to a collection agency, and which one.  If it is not showing on the credit reports, then it has expired and was removed and there is no need to file a dispute.  The articles on this site cover various aspects of credit quite thoroughly.
