For over a year I've had a secured VISA card and have been making my payments regularly with the hope that it will appear positively on my credit report. However, I just checked my TransUnion report and it doesn't show.
Are secured credit cards supposed to show up on credit reports and, if so, how do I get mine added?

Yes, secure credit cards should show up on your history. You need to dispute this with TransUnion. They may not have this credit card record on file, or Visa may not be reporting this history to them.

Lenders aren't required to report to bureaus. However if they do report they are required to report accurately. In this case you probably just have a card that decided not to report. Try Public Savings Bank. Reviews on this site seem good.
