Unfortunately, a poor credit score means you are considered a financial risk so your interest rate will be high if you are able to get a loan.  Don't even think of a brand new car, but consider a good used car with the ideal goal being one that is one to two years old.  That way it will last you for about 10 more years. 

Since you are having to re-establish credit, a secured card is a good start.  If possible, consider building a savings account to provide a cash down payment on your future car.  That could help.
