Why would credit score decline after two recent high-limit card approvals? Thought it would go up.

While your Utilization may have dropped based on the credit limits, you also took two hits on your hard inquires (est 8-10 points tl) as well as your average age of accounts took a decline (est 15-40 points tl points are estimates, can vary based on actual scores).   Don't fret, within 6 months, you'll probably see that reverse a few points a month and as long as you manage the cards, you'll see the score go above the point where it was when you secured the cards.
