Why doI have one debt hit twice (Both open), once under collections and other under publice record?
They are both from the same debt collector and have 2 different balances.

They must have gotten a judgement against you through the courts. It is typcial to be dinged more than once for the same account. Usually reports will show a negative original account in addition to a collection account for the original account, but in your case you have a judgement and collection, I guess it is good that you don't have an original account in negative status in addition to these two. When dealing with debt collectors it is important to read up on the FDCPA (fair debt collection practices act).
