a lot of times it is not the HP that is dropping your score.  But it is the HP that triggers you to see your score.  A inq will not drop your score that much.  Sometimes if you do not have a thick credit file just a new acount can drop your score.  But there may be other things going on with your report.  If you have any derogatory items such as late payments, missed payments... a lot of things can be happening.  The best thing to do is to look at your report and see what is going on.
