Who do I pay to?
What is more recommended do I pay my bill to the first company that I own the money like AT&T or do I pay directed The Collection Agency?

You need to determine who owns the debt.  Some creditors sell the account to an outside collection firm.  They werne paid a fee for the account and the account now belongs with the collection firm.    Other firms only "assign" the collection to another firm.   This is a common practice with medical, hospitals and utility firms.  Some do it to protect their name.  Its not good business to see a headline  "Hosptial sues patient', thus, when they assign the debt, usually to the collection firm they own, any headline will be in the name of the collection firm.   Some utilities only assign as they know that sooner or later, you'll be back for the utility so they don't have to sell the debt at a loss.   Start by contacting AT&T to inquire on the status of your account.   If they give you an amount due, inquire about the contact from the collection firm.  They'll let you know if it was sold or assigned.    It would not be legal for them to sell an account and collect from you at the same time.  This gives you legal protection to get your money back and possibly have the original debt erased for this tactic.   If they sold it, they'll advise you they have no record of your account and refer to you to the collection firm to make payment.  It behoves you to make the payment and/or negotiate with them sooner then later, as they can file the debt and if not collected, they can sell the debt to another firm who can start the process over again.

You really need to read the articles here so you can truly learn about credit.  O{nce a debt goes to a collection agency, that is the one you pay.  THEY own the debt now.
