Hard inquiry(s) 99% of the time?... 19 out of my 24 credit cards offer SP for CLI when you request it on-line, CapOne, AmEx, Discover all soft inquiries for CLI, CitiBank will change its language to SP after few months, virtually all the charge/credit cards issued by Synchrony are SP for CLI (except for Care Credit and one other) like PayPal MC, Walmart/Sam's club store card and MC, Ebats Visa, Marvel Comic, Lowe's, Gap just to name a few. Not only majorly of cards issued by Comenity are SP for CLI, you can even obtain most of them with SP to being with, thru the so called "Shopping Cart Trick", likes of OverStock' charge card, GoodSam Visa, Overton MC, sportsman's guide Visa, and probably 50 other Stores charge cards and Visa/MC.

I have not paid a cent of interest on any of mine 24 cards, on some, I even requested and gotten CLI before I received the cards itself, let alone actually use them, so don't be so quick with that 99% and never request the CLI. People just need to do some googling and research, there are plenty of infos out there.

Never, 99% of the time when you request a CLI ( Credit Line Increase ) you will incure a Hard Inquire.   So you should never request a CLI.  Now if you have been are a good Credit card Risk for the company and they see you using the Card,  keeping a low balance and they are making some money off of you they will increase your Credit line in hopes that you will charge more, keep a much higher balance and pay them even more intrest.
