What's worse having a card no balance left open or closing it per consumer?
The company does not want to issue me a new card due to mine expiring without pulling my credit report again due to inactivity for over 12mo. As of now the acct is still open but I can not use it.

Better if it is open but no balance, because you still have that card's credit limit added to others for your total available credit, which we want to be as high as they allow us.  Closing a card removes that credit amount and lowers your score.
