There's no fixed value for every points based credit card rewards system,.  Hit up a credit card disucssion site to see how point values are determined.

Depends on how you use your points (i.e. where and how you redeem them or convert them). 

For instance, if you converted a point into a skymile and the conversion was 1:1 (which isn't always the case), then the value of each point would be about $0.01 because that's typically the value of a skymile. but if you check out a web site like boardingarea, there are several bloggers that dive deep into the topic of credit card reward program value systems as well as loyalty programs in all travel categories.
