What things can you AND can you not put on a secured credit card?
Can you also open a paypal account for a secured credit card, I've heard you can be charged cash advance fees?

Your credit card came with disclosures in the mail.  All their fees and explanations will be listed. The actual credit card website may also have information pertaining to your question. You can also call your credit card company and ask.  Cash advance fees are charged if you're not actually using the credit card to pay for an item.  You'll be charged a cash advance fee if you use your credit card at an ATM or a check (if provided by the lender).  You will also be charged a cash advance fee if you've authorized the credit card as a back up payment if you don't have enough  funds. For example; let's say you've set up your credit card as a linked back up payment method if your checking account is overdrawn.  You will be charged a cash advance fee on the credit card.  I've seen some cash advance fees as much as 36% interest. If you take $100, you could be charged $136. If you don't pay the credit card off before the billing cycle, you're paying interest on the $136, not just the $100.  You can see the fees can mount up very quickly.
