If you requested credit more than once, it would be a legit pull.   If you did not authorize it, send them a letter requesting that they retract and have it removed from your credit report.   If you did it online and then went to the office, you may have inadvertently authorized the second pull.   If you applied at a car dealership, they would pull and then it can be run again by each finance company they asked to finance you.  Although, these should each be reported under seperate names.
