Most of time it means nothing at all. Other times, if it gives you specific interest rate rather than range of interest rate (if that card has range of rates) and somewhere in that pre-qual page/letter has "opt-out" info with 1-888 or 1-855 can't remember which one? Then it's more of targeted offers, means you have much better chance of actually aprooved. Also, if you have access to your full report where it shows soft inquiries and that issuer soft pulled you recently? Then it's another good indication. If you ever burned that issuer and haven't paid them back? You can pretty much throw it away, unless it's CapOne, they are bit more forgiving than others.
