What can happen from not paying final bill below $50?
I recently switched from T-Mobile to AT&T and have a final prorated bill of less than $50. I understand that the credit bureaus don't report on anything less than $50 so I'm inclined to just save the funds for other uses and ignore any collections calls.

Why would you even risk that? It could be reported and impact your credit score. Not paying a bill that you charged is fraud.  I see a low credit score and misery from poor choices in your future.
