Well you can spend all you want and even pay it off a couple of times a month... but as jwsister says pay in full when it is due.

Use no more than 10% of your credit limit within a billing cycle and pay it in full when the bill comes in.  After a period (6 mos to a year, usually) you may qualify for an unsecured card.  Be advised that, until you have a proven, positive credit history, your interest rates on the accounts will be quite high so you definitely want to make sure the accounts are paid in full every month.
