Looks like state opened today, for Mississippi anyway. I didn't get an email but I decided to check since it is the 1st of the month.

It just means you need to wait until North Carolina starts processing tax returns. From the NC Dept of Revenue: 

The North Carolina Department of Revenue (NCDOR) will officially open the 2016 tax filing season and begin processing individual income tax returns on Jan. 28.

How about CA? Same error message, however CA tax season started on 1/4/17.

I am seeing this message for Mississippi as well, but it appears they started processing on January 23rd.
