There is a relased tax lein from 2011 on my credit report. when does that get removed
how does this impact my credit score?

The only way is time.

Tax leins, Judgements and any other government related accounts stay on your active credit report for 10 years from the day they were paid off. (Date of last contact) They are a part of your Credit History. There is no way to remove them unless you can prove they are not yours. Generally they only count on your score for about 2 years.
