Should I refinance a current car loan before applying for new car loan?
If so how long should I wait in between? Both are necessary. Please advise.

your in Debt and want to get Deeper into Debt.

No you do not need to refinance your current loan  and you surely don't need to apply for a new car loan.   Get a Dave Car,   if you do not know what a Dave car is then google Dave Ramsey,  or  7 baby steps  or  Total money makeover.
