Should I file bankruptcy?
Over $9,000 in back taxes and living on a fixed income of $1500 per month - I have a car payment and 4-5 credit cards as well

Back taxes cannot be discharged in bankruptcy.  Your best option there is contacting the taxing agency (IRS?) and see what they will work out.  IRS is really not a bad bureau to work with as I saw several years ago with a neighbor.  He had seasonal employment and the payment arrangement took that into consideration.

As for the car,and credit cards, if you need a car and can afford the insurance and maintenance, you might consider consulting with a bankruptcy attorney to see what might be done.  The initial consultation is often free and the attorney will give sound advice as to the pros and cons of bankruptcy.
