Should I apply for a personal or Home equity loan to pay off my credit card debt?
With a credit score of 676 will I have problems beig approved for either loan

Depending upon the interest rate of the loan as opposed to that on your cards, it could benefit you to apply.  Your credit score will also benefit assuming you are over 50% utilization on your cards.

You should never apply for a home equity loan to pay off your credit card bills .
