Of course they can, most companies do keep their own internal records far beyond the 7 1/2 years reportable period on your credit report. Your liability to a debt isn't dependent on your credit report, meaning that if a debt no longer listed on your credit report? It doesn't mean you no longer responsible or owes that debt, however, whether or not they would make you pay what you owe before reconnecting service? That would depends on each company's policy, they might require a deposit or higher deposit than normal.
