My brother is in 25 k of straight credit card debt. Is bankruptcy better? Or settling? Suggestions.?

Fortunately, you are not responsible for your brother's problem.  He is!  He should stop using credit cards, sell as many of his "toys" that he may have purchased with the cards and apply the money to the bills.  He might also consider finding extra work so he can apply that money to the bills. Credit cards are unsecured debts and not high on bankruptcy repayment priorities.  He can consult with a bankruptcy attorney, since the first consultation is generally free.  The attorney will likely have some suggestions that should be followed because that might prevent bankruptcy which, BTW, is not good for one's credit score.
