Low LOAN balance w/ interest vs. High CC balance w/ zero interest
Though it is better to pay off the loan (19.7%APR) first, is it more important to lower the credit card (0.0%APR) utilization? What will help my credit score more?

The loan is at 3700 (5000 limit).
The credit card is at 5900 (6100 limit).

Put every penny you can towards the Loan and pay it off as quick as you can.   ( 19.7%APR WOW)  if you take 12 months to pay it off it will be 342.22 a months  after 12 months it will be paid off, only Costing your 406.60 in Intrest.   If you can pay it off sooner DO IT!  Give up anything to put towards the payments.

Once it is paid off do the same on your Credit Card.
