I've filed Ch13 in November 2014. I 'm current in payments . Can I refile under Chapter 13?

You can file a Chapter 13 or Chapter 7 bankruptcy as often as you like without regard to time.  Although, you will be waiting your time and money.   You must wait 2 years after a discharge for Chapter 13 before you will receive another one from the court.   8 Years for a Chapter 7.   Thus, in your case, wait until your payment plan is complete, you receive the discharge and then you wait 2 more years.
