Not sure about Secured Cards but bankrate.com has all kinds of helpful info and I'm sure there may be good things on the top tab here as well. Public Savings Bank has a no annual fee card to rebuild credit an no credit check needed. here's the link http://www.bankrate.com/funnel/credit-cards/credit-card-results.aspx?classificationuid=18&childcategoryid=394&childcategory=Bad%20Credit

public savings bank secured card doesn't have an annual fee, or monthly maintenance fee's. It does have a 1 time $75 set up fee tho.
