is there a time limit for credit card companies to seek debt payment
a credit card company has just issued me a summons after 12 years. is that allowed

You need to check the Statute of Limitations to be sued for debt in your state as the SOL does vary from state to state. If the debt is too old to be sued for it, then send this company a cease and desist letter telling them to no longer bother you. If they do actually take you to court even if the SOL on the debt is expired, make sure that you do go to court and use the SOL as your defense, if you don't show up in court, you automatically will lose in most cases.

Also be aware that many debt collectors will send fake court documents trying to scare you into paying, or call and pretend to be public officials and what not. The summons that you've recieved is most likely some fake paperwork trying to scare you into paying them. If you find that this is the case, contact a consumer law attorney in your state and sue them. Make yourself familiar with the FDCPA (fair debt collection practices act) and see how this company is breaking the law and violating your rights.

The statute of Limitations on Collections varies by state and can be as short as 4 years or (very few) as much as 10.  None have been 12.  When you send these people a "cease and desist" letter, be sure to keep a copy of that and the letters you get from this company so that you have proof should you have to appear in court.  That will really work in your favor.
