Is it true when I inquire about a collection on my account the clock starts over for the 7 years?

NO.

Nothing wrong about asking about the collection.  What is best is to read the articles about negotiating a 'pay for delete' arrangement (if you haven't already, please read the articles on this site) and you have to do that by written letter.  If you don't do this, the paid debt will still remain on your credit report for 7 years past the date of payment since that is the normal credit history period that potential creditors look at.
